Concluding Opinions of the Child Ombudsman Symposium on Realizing the Rights of the Child

Turkey is a signatory to the United Nations passed over 25 years, acceptance of the Convention on the Rights of the Child. Unfortunately, there is still a need for all states and adults to do so that the human rights of children are not violated, protected, improved, and voiced.

National human rights institutions established according to the Paris Principles have an important role in the protection and promotion of children's human rights. In this context, the child ombudsman system created in many countries can make positive changes in children's lives.

The ombudsman institution called the Ombudsman was established in Turkey in 2011. Within the institution, the child ombudsman is also carried out by the ombudsman responsible for women and disabled citizens.

With the support of the Swedish Consulate, a symposium was held by the Yöret Foundation and the Istanbul Bilgi University Child Studies Unit, with the contribution of the International Children's Center and the Agenda Children's Association, on 17-18 November, at the Istanbul Bilgi University, with the slogan of “Even if he does not know”.

The general aim of the Child Ombudsman Symposium in the Realization of the Rights of the Child; In the light of Swedish experience in Turkey was contributing to the development of the ombudsman system. for the development of an effective system of children's rights ombudsman in Turkey at the two-day symposium on the implementation and identified the following recommendations were made:

- States that are involved in the UN Convention on the Rights of the Child have an obligation to protect and realize the human rights of children.

- The ombudsman has a key role in fulfilling this obligation.

- In Turkey there are many structural reasons behind the human rights violations that children experience. In order to eliminate these violations, an independent and effective ombudsman system is needed that will contribute to the structural change process and make the voices of all children heard.

- Although the need and demand of a child ombudsman who will work alone in the field of children by the non-governmental organizations at the stage of establishment was established, in the Ombudsman Institution established in 2011, women's rights, disability rights and children with different problems, requiring different expertise, different structuring and resources. their rights are tied to a single ombudsman. This situation is an obstacle in fulfilling the key role of the ombudsman system.

- There is a need for a structuring that will ensure equal and easy access to each child, whether citizens or not, without any discrimination.

- Turkey's high child population, due to the widespread geographically, each is a requirement for the creation of a local ombudsman system to provide access to the child.

- The Ombudsman's Office to fulfill its key role in the realization of children's rights and to ensure the necessary structural change;

* Adequate budget and sufficient specialized personnel needs are met,

* To ensure that the recommendations given have the effect to provide the necessary structural change,

* Engaging in activities that will activate mechanisms to prevent violations from occurring not only in cases of violation, but also to have an appropriate institutional structure,

* Having a structure that will create a change not only with individual applications but also with regard to child problems that have become systematic,

* Creating suggestions for the necessary legal arrangements through monitoring and reporting,

* Analyzing the effects of legal changes on children's lives and making suggestions,

* Adopting the participation of children with non-governmental organizations as a basic principle in all its activities,

* To strengthen the domain by collaborating effectively with the media,

* Contributing to the creation of the necessary environment for children to exercise their rights and participate in decision-making mechanisms,

is required.

 

As non-governmental organizations that strive for the realization of children's rights, we demand the restructuring of the Ombudsman Institution in the 25th year of the adoption of the UN Convention on the Rights of the Child, in line with the above suggestions, we are open to cooperation for a transformation in the interests of children. .
